The Bavarian State Criminal Police Office (LKA) was investigating an arson attack on a construction site in Munich on Thursday.
Several incendiary devices had been thrown onto the construction site during the night.
Later, emergency services arrested two people at a gas station, as a spokesman for the Munich police headquarters explained.
Whether they are connected to the crime is now being investigated, according to reporting by Bayerischer Rundfunk (BR24).
The LKA took over the case based on the suspicion that the incident was part of a politically motivated attack against a defence company.
An LKA spokesman did not clarify which company was specifically involved. A report by BR24 notes that the construction site was located in front of Rohde & Schwarz technology group in the district of Berg am Laim.

At least one of the incendiary devices had started a fire, which police officers extinguished. But no major damage was caused, a police spokesman said.
Another incendiary device had to be defused by special forces.
The incendiary devices are said to have been thrown out of a car around midnight. A witness observed the incident and alerted the police.
Then a 28-year-old and a 38-year-old were arrested.
Germany has seen a series of attacks on major infrastructure this week, following an announcement that Germany found Russian agents to be behind a recent drone attack on Leipzig airport, which has triggered a tense exchange between German and Russia top leadership.
Two separate attacks appeared to have targeted major energy infrastructure in Brandenburg and North-Rhine Westphalia. Also in Bavaria on Wednesday, an explosion in the Augsburg railway station, injured two and disrupted railway traffic.
For now investigations have not clarified if some or any of these attacks are linked, or who was responsible.
