If you don't have a few thousand euros, and quite a bit of time to spare you simply can't afford to get a driver's licence in Germany. Here's the Transport Ministry's plan to bring those costs down.

I’m very happy with this implementation. Just as the theory exam is offered in multiple languages, the practical exam should also be available in different languages to ensure true integration for foreign nationals. This is a strong and much-needed improvement. It reduces the incentive for driving schools to profit from poorly instructed or unnecessary lessons and brings real transparency—pass and fail rates will clearly reflect the quality of instruction.

Holy Cow!!! In the US, Driver's Education in Indiana is $500 and classes are about 2 months if you do a class twice a week and 2 hours per class.
