Some 47.3 percent of young people had not been properly educated between 2005 and 2008, according to the Federal Labour Ministry's Berufsbildungsberichts 2010, or “Career Training Report 2010.”

While the numbers were down slightly from the last report, according to which 55 percent of young graduates faced serious educational shortcomings, the students in the most recent report still faced major challenges in finding apprenticeships.

According to the report, almost every second young applicant searched for a training position for longer than one year.

“As before, a large number of young people did not manage either a diploma or a fully qualified education,” the report said, adding that due to the country’s low birth rate the economy would “soon need every young person.”

Thus the government has encouraged both state educational policy makers and businesses to embrace this group “out of self interest for their own workforce security.”

But companies complained in the report of difficulties filling their available positions. Industry surveys revealed that the main reason was “lack of potential and insufficient school qualifications of the applicants.”

The worst hit were the gastronomic and food industries, which reported that 15 percent of their open traineeships remained unfilled. Plumbing, butcher and custodial positions were also hard to fill.
