The cold snap that has put much of Europe in a deep freeze reached its chilliest point in Germany on Friday, with minus 27-degree temperatures making for the coldest night of the winter season.

The article quotes a police spokesman as saying the ice was, at most, 10 cm thick. They would infer that some of the ice was thinner, so falling through wouldn't be much of a problem. No where does it say he fell through ice that WAS 10 cm thick.
Russia is not a trustful suppler ,when we the twits in Berlin learn that.
