Germany to fund new coal plants with climate change cash

Published: 13 Jul 11 17:12 CET | Print version
Online: http://www.thelocal.de/national/20110713-36277.html

The German government wants to encourage the construction of new coal and gas power plants with millions of euros from a fund for promoting clean energy and combating climate change.

The plan has come under stiff criticism, but the Ministry of Economics and Technology defended the idea. A spokeswoman said it was necessary as the government switches from nuclear to other renewable energy sources and added that the money would promote the most efficient plants possible.

Funding for the initiative is limited to five percent of the energy and climate change fund’s annual expenditure between 2013 and 2016.

Annual funding for the new plants could total more than €160 million per year between 2013 and 2014 alone, the Berliner Zeitung newspaper reported on Wednesday.

The fund was first established to encourage nuclear plant operators to develop new, renewable forms of energy production. Now that nuclear power is to be phased out by 2022, the fund will pay for research into reducing carbon dioxide emissions from buildings, developing renewable energy sources and storage technologies for them.

Opposition politicians and environmental groups said the plan was wrong because it would promote what they argued were climate-damaging plants. They also worried that money earmarked for other valuable projects could be reduced as a result.

Oliver Krischer, a member in the Bundestag of the Green party, told the Berliner Zeitung that the country would do better to encourage more investment in energy efficiency

And the environmental pressure group Friends of the Earth Germany (BUND) said additional coal-fired plants were entirely unnecessary.

The Economics Ministry spokeswoman said that in any event, that Germany’s goal to reduce greenhouse gas emissions by 40 percent by 2020, would not be damaged by the new initiative.

So no German nuclear, instead Russian coal and gas.

How very green that isn't.

the truth is out, the only 'Climate' the Govt. is interested in, is the climate of their $$$ .
19:03 July 13, 2011 by Gretl
C'mon, let's be fair. Why should Germans put money into green energy production that is more expensive, especially when they are being asked to keep the euro afloat, when they are one of the few doing it? Water and air know no boundaries and if their neighbors aren't protecting them too, then it is a moot point.

Best strategy, start planting a hell of lot of trees now. If there isn't enough space in Germany then lease deforested or otherwise available land in other countries. Forests can be multi-use anyway. Obviously the closer to population centres the better. Use this money to fund the conversion of the many oil powered housing units to efficient wood burning. The units can be produce direct heat and generate electricity. It's a no brainer and the best long term solution. Surely the ideal opportunity for this famous German engineering and productivity we always hear about

There wont be a chance to reduce their greenhouse gas emissions by 40% by 2020. And burying the gases in rocks (underground) is still putting it in a different place. Reduce greenhouse gas by increasing greenhouse gas? When they burn the coal, they will bury it in deep rock formation. What we don't see going into the atmosphere we think it is reducing emissions. But what happens underground? It will eventually leach out into underground water systems.

So instead of using their existing Nuclear power plants which produce next to nothing in the form of greenhouse gas, Germany is going to move back in time and start building more coal plants and produce more greenhouse gas. Not only does it produce more greenhouse gas, the process of acquiring coal is terrible on the environment, the trip mining of entire Mountains and forest just to get the coal.

So yeah lets get rid of Nuclear power and go back to strip mining Mountains for goal and produce more greenhouse gas. Good thinking Germany.

@ Traveler33

Germany is making the right decision. It is better to keep our people safe from radiantion of nuclear energy, and move back a step. However with our inteligence and creativeness, I promise you that will will build solar or some other energy to become our future. Technology is not always one direction. Humanity will get past over nuclear and its dangers and finally step forward to find a better energy. Right now using coal is good, and in future we will find better energy source. This is God's way to protect the German people.

The only way to produce a lot of energy is using gas, coal or nuclear. So called green energies are a scam.

um HALLI-HALLO ! Earth to Euro's ! Man made Global Warming is a scam. The vast majority of CO2 is produced naturally, by the earth ... and the hot air by Al Gore and GE

I agree, "green house gas" means nothing. Global warming is a hoax - the Earth has been changing temperatures naturally for four billion years. My favorite line is that "global warming will usher in a new ice age". Hah! Al Gore probably came up with that one. Don't underestimate the persuasion power of somebody who is deperate for attention.

Absolute insanity...Germany is going crazy - signing their future to coal and Russian gas. Germany needs clean nuclear power, as represented by LFTR (Liquid Fluoride Thorium Reactors) and get rid of dependence on the fascist Russian government. It needs to realize that wind & solar can't provide all of the power Germany needs. Quitting the petroleum habit will keep it from having to sell weapons to Saudi Arabia and Angola. Get rid of Merkel, keep the Greens out as well because they are so rabidly anti-nuclear and anti-reason.
03:24 July 15, 2011 by hanskarl
@rwk

Great comment. To pollute or not to pollute, that is the question. The latest generation LFTR technology works well and keeps Germany from the breast of Mother Russia.
10:35 July 15, 2011 by T.J. Morton
The problem with LFTRs is that they are paper reactors. There are NO proof of concept, small scale reactors. I agree that LFTRs need to be more thoroughly investigated (I even wrote my senior design thesis on LFTR), somebody (read some government) needs to pony up the cash to actually build one!
22:52 July 15, 2011 by DrGideonPolya
What a disgraceful decision by the German Government. According to the latest science, Germany must cease CO2 pollution by about 2031 but here is an extreme right wing German Government investing clean energy money in greenhouse gas (GHG) polluting coal and gas plants.

In George Orwell's novel "1984" Big Brother declared that war is peace, slavery is freedom and ignorance is strength - messages that Germany's present-day war criminal Angel of Death Chancellor Angela Merkel continually gives over the continuing Afghan Holocaust and Afghan Genocide (5 million post-invasion violent deaths plus avoidable deaths from war-imposed deprivation; 2.7 million post-invasion under-5 infant deaths, 90% avoidable and due to US Alliance and German war crimes; and 3-4 million refugees).

However Big Brother also declared that 2 plus 2 does not equal 4 and that is evidently the New Mathematics line adopted by the Acute Angle of Death Chancellor Angela Merkel who is pointedly saying of German carbon pollution policy that more CO2 means less.

Top German climate scientist Professor Hans Joachim Schellnhuber (Director of Potsdam Institute for Climate Impact Research, University of Potsdam) has estimated that for a 67% chance of avoiding a catastrophic 2 degree Centigrade temperature rise the World must cease CO2 emissions by 2050 and that relatively high per capita CO2 polluter Germany (roughly twice global average) must cease by about 2031 (for Professor Schellnhuber's expert analysis Google "terra quasi incognita").
23:19 July 15, 2011 by MarshaLynn
If climate change exists, there is NOTHING man can do about it because it is caused by the sun itself. Plenty of scientists believe this to be the case. And even if all of western Europe and North America became as green as can be, India and China would still be polluting and rendering all efforts elsewhere useless. So, hey, stop worrying. We live on a dangerous planet. Volcanoes erupt. Lightning strikes. Tornadoes and hurricanes destroy. The earth itself quakes. None of us are going to get out of this place alive.

But as to coal, we have our President over here wanting to shut down coal plants and drive up the cost of electricity. He said so during his campaign. Didn't try to hide it. November 2012 cannot come quick enough to vote the scoundrel out of office.
01:17 July 16, 2011 by Jack Kerouac
I agree - your President is ineffective and dangerously ignorant. I wonder if the person who replaces him will be better? Let's hope so.
08:28 July 16, 2011 by T.J. Morton
Where did you get those numbers @DrGideonPolya? Can you provide any credible reference?

And, of course global warming is caused by the sun @MarshaLynn. If it weren't for the sun, the Earth would just be a very cold rock! But, greenhouse gases, by their very definition, trap heat in the atmosphere which would normally radiate into space. Whether or not man's activities contribute significantly to those green house gases is the question - and coal plants and natural gas plants certainly don't reduce the amount of CO2 we dump into the atmosphere.

Do you ever wonder what happens to all the waste from a coal plant?
16:11 July 16, 2011 by DrStrangelove
TJ Morton has it right, liquid fluoride thorium reactors are currently mostly an idea - a good one, though, which really ought to be investigated. Meanwhile, bridging the gap with coal and natural gas is just a necessity when the current generation of nuclear reactors goes offline.
16:36 July 16, 2011 by hanskarl
@ T.J. Morton Thank you for pointing out my grave error in judgement by taking one mans statement as fact. I was unaware that LFTR was only paper technology. I took for grated the writer I agreed with was speaking as if LFTR were a viable present source and applauded the comment for that reason. What a huge error on my part to "assume" this was a viable source. As the US military tells its troops, "Don't assume anything because You end up making an A$$ out of U and ME. In this case and in this forum I failed at due diligence.

After studying LFTR, which I failed to perform earlier, I realise my mistake. Although, I do find it interesting that the Chinese are pursuing this possibility at full pace. Perhaps others will make the attempt as well. So, I wonder if there are any others seriously attempting to make LFTR a viable option in the near future.

I will await an response while I down large dollops of Humble pie. Thank you. :-)

Meanwhile, the UN and the entire SCIENCE world had allowed carbon trading to trump 3rd world fresh water relief, starvation rescue and 3rd world education for just over 25 years of climate control instead of the obviously needed population control. I'm not the only former believer urging prosecutors to lay criminal chargers to the leading scientists and news editors for knowingly inciting this needless panic of CO2 climate crisis. Climate Change Crisis wasn¦#39;t sustainability. It was a 25 year old failed CO2 death threat to billions of children. Now who¦#39;s the fear mongering neocon?
