Three million long-term unemployed in Germany

More than three million of Germany's unemployed are long-term cases, new statistics revealed on Saturday. The Federal Employment Agency (BA) describes these as the "hardcore" of those on the dole.

The new official figures, seen by the Süddeutsche Zeitung newspaper, showed that nearly three-quarters of the 4.33 million people who live on the unemployment benefit commonly known as Hartz IV cannot find a long-term job.

These people have little or no prospect of being "integrated into occupation or further education in the near future, and perhaps not in the long-term," said the agency, which defines long-term unemployment as being dependent on Hartz IV for 21 out of 24 consecutive months.

This figure includes people who get short-term work or who fail to pass probation periods for new jobs. Just over half of those included are people exempted from the requirement to find a job, such as single parents of young children.

The figure also includes working people whose salaries do not cover their families' living expenses and so receive extra state benefits.

Though unemployment has decreased overall in the past few years, the number of long-term unemployed is only sinking slowly, the paper said. BA figures show that the figure dropped from 3.27 million in 2009 to 3.03 million in August this year.

BA board member Heinrich Alt said the stats should not be regarded as completely depressing. "Admittedly there is a stubborn base of unemployment, but I wouldn't like to call it a consolidation," he said.

He also said that many of those living on Hartz IV have other problems to contend with, as well as unemployment, such as illness, drug addiction or debt. "That all takes time," he said. "Successes don't always come overnight."

For that reason, the BA's target is relatively modest. In 2012, the target had been to reduce long-term unemployment by 1.6 percent, and that would be met, he added.

Germany has played with numbers. What about people subscribed with temp agency? Not counted, but they do not work. Also, what about 400 euro jobs? Mini jobs without future. Focus was productivity, but unsustainable..

Lets not forget the thousands that just plain don't want to work. If the government is picking up the tab for the rent, heat, medical cost and a little for food why should some of these long term unemployed even care about finding a job. I think if you are you and able and can't or don't want to hold a full time job then your benefits should be cut. There are people here that really need the help, there are many that are just freeloaders.

In contrast to many other countries using EU and OECD stats Dr.Merkal and co have done very well even allowing for the usual freeloaders and creative accounting in stats gathering in Germany. As a non German observer I think Germany is fairly lucky to have weathered the recent financial and popularist doomsday jingoism that prevails in many media and political circles these days. How long it will last with the growing mass of residents who are only interested in the gravy train is the question I think needs asking soon.

I have to work through a agency (there is nothing else around here) ,I worked at a firm until two days before the end of my probation and was let go ,then re-employed three days later same firm ,same job ,same sh#t money .

It is now coming up to the end of my probation period again next month I will have to wait and see as you get no notice at all.

Christmas bonus was a small chocolate father Christmas ,a orange and a handful of nuts ,I kid you not . What price loyalty?

Just keep telling me Germany is booming and not to worry and I tell you to f off.

Englishted you are one of the many real stories of Germany's success. I feel sympathy for you and I too am fed up when reading of all this boom and well being in Germany as well at how BILD treats the taxpayers of other sovereign states who have austerity imposed on them by their corrupt governments in order to keep the EuroMarc export gravy train rolling.

the 3 million number doesn't tell us anything ...

half of it, the article tell us, are people who are not required to seek work, translation : they in real need of help. that's what society is all about and I am more than happy that my tax euros go to them.

then there is people who have a job (or mini jobs) but still under the poverty line so they qualify for assistance.that's also fine with me ...

I wonder what the number looks like when you take out those 2 categories?

there will be always people, freeloader who game the system but the safety net is there for a reason and we should not punish the poor and the needy for the sins of of the hopelessly alcoholics and wana be musicians and artists ....

I wonder what Germanys status is with the intake on Refugees?

It is difficult for Countries to sustain Employment levels if more and more people are brought in. Just have a look at the mess in Britain.

It is the same here, but I would bet they are not counted on the unemployment figures because as in the U.K. they are not allowed to work .
